Siobhan received a Bachelor of Arts degree in History from Duke University in 2011. In 2014, she graduated from the University of North Carolina School of Law, where she served on the Editorial Board of the Environmental Law Project. In addition, she served as the Law Student Chair of the American Bar Association's Equine Law Subcommittee.

In 2014, Attorney Barco enjoyed a summer associate position at Harris Beach, PLLC in Albany, NY, drafting various legal documents, assisting with administrative hearings, and perfecting e-discovery skills. Following law school, Siobhan provided legal counsel to a Connecticut based pharmaceutical start-up where she guided them in areas of corporate law. Moreover, Attorney Barco gained broad civil litigation experience in the areas of employment, truth in lending, motor vehicle accidents, premises liability, and municipality liability at Nuzzo & Roberts LLC, in Cheshire, Connecticut. Siobhan is a passionate and talented attorney who has both published numerous articles and orchestrates her own podcast that discusses topics such as equine law, energy law, and historic preservation law.

Siobhan is a member of the American Bar Association, the American Society for Legal History, the Connecticut Bar Association and the New Haven County Bar Association. She is chair of the New Haven County Bar Association's Oral History Project and is an active member of the Public Service Committee.
